Few facts for the emergence of a community College in Pondicherry

On Wednesday, June 25, 2008 Rev. Fr. Sebastian Chittilappilly and Fr.Joby Chackalackal visited the Cluny Community College at Tindivanam, Villupuram District. Our Fathers could also talk with Rev. Sr. Magdalene, Principal at least two hours. The college offers 4 one-year courses for poor and school dropout girls from nearby villages. They do have a newly built RC building with four class rooms, four labs and an office room with the specifications required by the Tamilnadu Open University.Apart from the community college they run a hostel for the girls who join the college, a pre-primary school and a tailoring centre. They have got a hospital and a Matric. Hr. Sec. School for girls just near to this college campus. She encouraged our Fathers to start such a college and if we are willing, it would be a great social concern that we can have towards the village youth, providing them some kind of vocational training and hence job opportunity. But it should be considered as a social service done by the province since it imposes a financial liability every year. This is the third year after its commencement. They offer courses such as Fashion designing, Health assistant training, Pre-primary teacher training and DTP training. They selected these courses only because they will be able to send their students for practical training in their own pre-primary school, Matric. School, tailoring centre and hospital as it is demanded by the curriculum.
Moreover they will be able to accommodate many of them in their own institutions. First year she had 100 students in total. Except very few all of them were placed mostly in their own institutions. In the Second year she could get only 80 students. This year so far she got only 40. But she expects few more join. There is a gradual fall in the strength despite of all the placements, hostel facilities, etc. She admits that this may be due to drying out of job opportunities in these fields. In order to survive she has to explore the possibilities in some other fields, success of which, is uncertain. Since the course-fee collected from the students is too low to meet the running expenses, she has to get at least 2.5 lakhs per year towards the salary of teachers.
There are eight tutors, in which three have their own sisters who are trained. Principal gets a financial relaxation since she does not want to pay for sisters. Annual fee collected from a fashion designing student is Rs.6000. The university issues the student identity card only when the college remits Rs.3000/ to it. The text books will be provided by the university only after one month. Before the commencing of the exam the college has to remit Rs.1000/- as exam fee. Only Rs.2000/- is with the management. college has to provide the student necessary note books, stationery, uniform and the materials needed for the training out of the above amount . Finally about Rs.750/- may be with the management. She has to meet the running expenses and maintenances of the college and finally she has to find out some other sources for paying teachers the salary.
An approximate estimate in case of 30 intakes

Particulars                              Rs.           No.            Income                Expense Fee Collection                      6000         30                180000                              University: for Text             3000    30                                               90000 Exam Fee                           1000       30                                             30000           Salary: Teachers @ Rs.5000     60000 2                                                  120000 Salary: Office Assistant @Rs.3000 36000 1                                  36000 Salary: Sweeper @ Rs.2000 24000 1                                                 24000 Uniform                          750                 30    22500                                                Note books, Stationery 200 30 6000                                                               Lab Expenses                      400 30 12000                                          Maintenance, Running Expenses 50000 50000                                                       Total 180000 390500 Expenditure over income 210500

Apart from these recurring expenses we need to invest for the infrastructure and advertisements. For affiliation and caution deposit another one lakh rupees is to be set apart. Head of the college is principal or coordinator, holding at least a post graduation, preferably MSW. The tutors need a post graduation with specialization. Before all the above what we need to do is an analysis in which we understand the need of the local society. We have to make a thorough study about the youth population, the school, college dropouts, unemployed and the possibility of practical training and placements in and around the locality. This needs another investment. But this would be an asset for us if we could do it with the help of MSW professionals and if we include the possibility of starting a school (CBSE/Matric) or a professional college or a college of any other kind. This was a point of our discussion during the LFE Society General body meeting, which held.
